What is a Nevada CMRA?
If a private business wants to rent out private mail boxes (PMBs) to clients, it must register the United State Postal Service (USPS) as a Commercial Mail Receiving Agency (CMRA). Once the business is registered as a CMRA, the USPS will deliver client mail to the CMRA, who is then responsible for distributing that mail their clients.
Hiring a CMRA is a good step when it comes to protecting your privacy. With a PMB, you’ll get a physical address for your business, keeping your personal address private.
Anyone who hires a CMRA is required by the USPS to complete a Form 1583. This form lets the USPS know that you have authorized your CMRA of choice to accept your mail.
How to Hire a CMRA
There are plenty of CMRAs out there to choose from, but whoever you choose must be approved by the USPS. They must also get authorization from you in order to process and deliver your mail.
Once you’ve found a CMRA you want to do business with, you will need to complete authorization Form 1583 and submit it to the USPS. Luckily, the form is free to download on the USPS website and there is no required filing fee to submit the form.
But there’s a catch: The USPS requires all Form 1583s to be notarized. This means that if you’re hiring a CMRA on your own you will need to find a notary public and pay for their services.
Why do I need to fill out a USPS Form 1583?
The USPS requires this extra form as an added measure of security against potential fraud. They want to verify your identity to make sure that the true recipient of the mail has approved a third party (CMRA) to accept mail on their behalf.
It may seem annoying to have to fill out this extra form, but it is important as it adds a layer of protection for you, your business, and the CMRA you’ve hired.
What do I need to complete a Form 1583?
Because the purpose of this form is to verify your identity and authorize a CMRA to accept your mail, Form 1583 requires some personal information:
- Name
- Residential Address (cannot be a PO box)
- Acceptable form of photo ID (see more below)
- Acceptable proof of address (see below)
Even though you have to include this information, don’t worry! The USPS will keep it private and it will never be available to the public.
What forms of ID do I need for my Form 1583?
On top of the information discussed above, your 1583 will only be accepted if you also provide an acceptable form of identification, as well as an acceptable form of proof of address.
If you are finding a public notary on your own, you will need to bring these forms of identification with you in order for your form to be notarized.

It’s also important to mention that the USPS requires photo identification, meaning there are certain forms of ID that the USPS will not accept:

How to I get my Form 1583 notarized?
The USPS will not notarize your Form 1583. You are responsible for finding a notary public on your own. Luckily, there are several different places where you can track down a notary.
Certain public institutions, like libraries or some government offices (like your local courthouse or city clerk), can provide notarization. There are also private institutions that offer this service as well. Law firms, for example, or banks.
You can also find notary directories online with lists of notaries in your area. A good source to check out is the American Society of Notaries.
However you decide to get your form notarized, make sure you call ahead to make sure that the notary of your choice will notarize a Form 1583 and to confirm their notarization fee.

Does my Form 1583 Need to Be Notarized?
In order for the USPS to accept your Form 1583, it must be notarized. However, some CMRAs take care of the notary process for you, saving you the trouble of having to track down a notary and pay extra for their service.
We do not require a notary for your 1583. As a CMRA, we are able to use our own internal witness verification. There is no burden placed on you to print and sign the form.
I’m submitting a 1583 for my business. Do I have to use my own ID?
The USPS requirement is that an officer of the company must sign the form and provide their ID. So, it doesn’t have to be you, but it does need to be another office or member or your business.
If you’re concerned about the personal information you include on your 1583 being available to the public, don’t be! The information your submit on your form will be kept confidential by the USPS.
Can a Non-U.S. Address Be Used on 1583?
Yes! A non-U.S. resident can hire a CMRA. A non-U.S. residential address is acceptable on the form. You’ll just need to provide an acceptable form of identification (listed above).
